Wrong Way I-95 Driver Arrested After Failing Road Tests

On Sunday, 12/12/21 at about 12:30 in the afternoon, Troop F received multiple 911 calls of a red Chevrolet SUV traveling on I-95 North in the area of exit 57 erratically. The 911 callers also said that the vehicle was driving in the median and nearly struck the the center concrete barrier several times.
Troop F located the red SUV on the I-95 north exit 66 off ramp. The operator of the car, who was the only one in the car, was spotted urinating on the side of the road.
The driver was identified as 25 year old Cesar Ignacio Leon of Hartford. Leon was given a series of field sobriety tests which he failed, and then was placed under arrest.
Leon was taken back to Troop F where he was processed and charged with Driving the wrong way on a divided highway, illegal operation of a motor vehicle without a license, among others.
Leon was unable to post his $25,000 bond and transported to the Hartford Correctional Facility pending his arraignment at Middletown Superior Court.
